2027 Observed Public Holidays for US and Singapore Planning

Observed dates can move work away from the holiday's calendar date, but the two jurisdictions use different legal and employment concepts. OPM publishes a federal-employee schedule and in-lieu rules. Singapore MOM publishes the gazetted dates and explains paid-holiday treatment for workers covered by the Employment Act. Use each source only within that stated scope.

Use an observed date as a scoped calendar fact

A holiday planning record needs at least four fields: jurisdiction, covered population, legal holiday date, and the date that affects the relevant work schedule. A fifth field should name the organization whose availability matters. The observed date for a federal employee does not automatically close a bank or supplier. A paid-holiday entitlement for an employee does not necessarily describe when an online service, warehouse, or overseas counterparty will operate.

This guide therefore does not merge the US and Singapore lists into one global business-day calendar. It presents each official 2027 schedule, then shows how to document a collision. For every deadline, identify whether the dependency is a federal agency, a private US employer, a Singapore employee entitlement, a Singapore office policy, or a separate service calendar. The final exclusion belongs to the obligation's own rules, not to a country label alone.

OPM dates are for federal employees. MOM's release supplies Singapore's gazetted dates; employee and employer treatment must be read with the entitlement page.

The US OPM 2027 schedule

OPM lists eleven 2027 federal holiday dates: January 1, January 18, February 15, May 31, June 18, July 5, September 6, October 11, November 11, November 25, and December 24. Three entries demonstrate observation directly. Juneteenth falls on Saturday June 19 and is shown on Friday June 18. Independence Day falls on Sunday July 4 and is shown on Monday July 5. Christmas Day falls on Saturday December 25 and is shown on Friday December 24.

The OPM overview explains the familiar rule for most federal employees on Monday-through-Friday schedules: a Saturday holiday is usually observed on the preceding Friday, while a Sunday holiday is usually observed on the following Monday. The qualifier most is operationally important. OPM's separate in-lieu fact sheet describes determinations for employees with alternative schedules and deemed-Sunday rules. A planning system should not force every federal worker into the standard weekend pattern.

What the US list does not establish

Federal law and the OPM schedule establish public holidays for federal employees within the stated rules. They do not publish a universal private-employer closure calendar. A private employer may operate, grant leave, choose another schedule, or follow state requirements. Banks, securities markets, courts, schools, ports, carriers, and local governments maintain their own calendars. Even two federal offices may have different operational access around a holiday because public-facing hours, emergency staffing, and electronic systems are separate questions.

When a contract says federal holiday, OPM is a strong starting reference, but the contract may define the term more narrowly or more broadly. When a workflow merely depends on an agency response, confirm that agency's notice and submission channel. Record whether an online filing system remains open and whether a deadline moves. Do not convert an OPM date into a legal deadline extension unless the governing rule supplies that consequence.

Singapore's 2027 release and entitlement scope

MOM's 2027 release lists eleven public holidays. Chinese New Year falls on Saturday February 6 and Sunday February 7, and the release expressly states that Monday February 8 will be a public holiday. Other Saturday dates include Labour Day on May 1 and Christmas Day on December 25. The list is an official calendar baseline, but the way a Saturday affects an employee depends on whether that day is a non-working day, rest day, or working day.

The MOM entitlement page says employees covered by the Employment Act are entitled to eleven paid public holidays. It distinguishes a rest day from a non-working day. If a public holiday falls on a rest day, the following working day is a paid holiday. If it falls on a non-working day, the employee receives another day off or one extra day's salary in lieu. For a five-day week, MOM describes Saturday as a non-working day and Sunday as the rest day.

Why Singapore Saturday dates need a policy check

A planner should not automatically move every Singapore Saturday holiday to Monday. The official page gives different treatment for a non-working day and a rest day. For a typical five-day schedule, the Sunday second day of Chinese New Year produces the expressly announced Monday February 8 public holiday. By contrast, the Saturday Christmas holiday may lead to another day off or salary in lieu; the page does not declare Monday December 27 a universal closure.

Employees not covered by the Employment Act look to their employment terms, according to MOM. Covered employees who work on a public holiday also have pay or mutually agreed substitution rules that do not necessarily equal an office shutdown. Operations teams should capture the actual employer decision and service availability. Payroll entitlement, employee absence, customer support hours, and carrier pickup are related planning inputs, but they are not interchangeable facts.

Worked example: US Christmas observation sequence

Assume a team needs a response from a US federal office before a shipment release. Christmas Day is Saturday December 25, 2027, and OPM lists Friday December 24, 2027 as the observed federal holiday. If the office follows the standard Monday-through-Friday schedule and publishes no special service notice, Thursday December 23 is the last ordinary weekday before the observed date and weekend. Monday December 27 is the next ordinary weekday planning point.

That sequence does not prove the office will answer on December 27 or that a contract deadline moves. The team should record December 24 as the OPM federal observation, December 25 as the legal holiday date, December 26 as Sunday, and December 27 as the next schedule candidate. It should then check the agency channel and the governing deadline rule. A private warehouse remains on its own calendar even if the federal dependency is unavailable.

Worked example: Singapore Chinese New Year sequence

Assume a Singapore office uses a five-day Monday-through-Friday schedule and closes on its applicable public holidays. Chinese New Year begins on Saturday February 6, 2027, and its second day is Sunday February 7, 2027. MOM's release states that Monday February 8, 2027 will be a public holiday. For this documented office schedule, a request unfinished at the Friday February 5 cutoff would next enter the ordinary queue on Tuesday February 9.

The result depends on the office policy, not on the national dates alone. A continuously staffed service may process work during the weekend or holiday. An employee required to work can have pay or substitution treatment under MOM rules. The planning record should therefore contain the official dates, the Monday public-holiday note, the employer's closure decision, the cutoff time, and the Tuesday restart assumption. Confirm each item before promising delivery.

Build a collision register instead of a country toggle

For each dependency, create one row containing the official source, covered group, holiday date, observed or entitlement treatment, organization closure, service cutoff, and recheck owner. Mark unknown fields as unknown. This is more honest than treating country equals closed. A register also explains why June 18 appears in a US federal calendar while June 19 remains the legal Juneteenth date, or why Singapore February 8 is announced while a Saturday holiday may require a different employer choice.

Review the register when an official calendar changes, an employer publishes annual leave treatment, or a provider announces peak-season hours. Keep source verification dates separate from organization confirmation dates. An annual source can remain correct while a specific office adds a closure. Conversely, an employer schedule can be current while the national source is superseded. The final operational calendar should retain both layers and the rule that combines them.

Final checks before confirming a deadline

For a US dependency, confirm whether the counterparty is a federal agency, whether the federal employee schedule governs the service channel, and whether an alternative work schedule applies. Compare the OPM observed date with the agency's own notice, then separate online filing, telephone response, and physical intake availability. Read the governing contract or procedure for any next-day rule. An observed holiday does not itself prove that a legal deadline moves.

For a Singapore dependency, check the gazetted holiday, Employment Act coverage, the employer's weekly schedule, and the office's actual closure decision in that order. Record whether Saturday is the worker's rest day or a non-working day, what holiday or pay treatment the employer selected, and whether customer service and logistics follow the same calendar. Confirm the counterparty's reopening date and preserve internal buffer before making the final commitment.

This guide covers only the 2027 US federal schedule published by OPM and the 2027 Singapore public holidays and entitlement explanations published by MOM. It does not cover US state or local holidays, Inauguration Day coverage, private leave policies, bank holidays, market sessions, court rules, school calendars, postal schedules, or carrier service.
